First Nations Impact Benefit Agreement Coordinator

Mattagami and Flying Post, First Nations are signatories to an Impact Benefit Agreement (IBA) with Pan American Silver Corp. (PASC) covering their operations in the Timmins area. Working under the direction of the IBA Committee, you will be responsible for the implementation of the agreement


Initially, the position will be administered through Wabun Tribal Council. The position will be largely based on site at Pan America Silver Mine Timmins West Mine site, with occasional travel to the two signatory First Nations.


The following are the job duties of the coordinator:


  • consult directly with employees who are members, and their respective families in relation to their continued health, well-being and productivity;
  • consult with and make recommendations to the Parties on the implementation of this Agreement;
  • assist PASC in ensuring  that the provisions  of this Agreement  are observed and assist in resolving any disputes that may arise in connection with this Agreement
  • develop and forward recommendations to the Parties that will increase participation in the project; work closely with the communities in the design and development of programs in accordance with this Schedule that meets the needs and aspirations of Mattagami and Flying Post First Nation;
  • advise PASC and the two First Nations as to the actual or potential capacity of First Nations Band Businesses to perform work or supply goods and services and advise the First Nations Band Businesses of additional qualifications that PASC may require with respect to specific contracts;
  • cooperate with PASC on the language in tenders, and cooperate with Mattagami and Flying Post First Nation in clarifying procurement procedures for these First Nations Band Businesses and in encouraging and assisting these First Nation Band Businesses in the preparation and submission of proposals or bids related to work and the goods or services required for the Project;
  • develop a business and employment plan to be reviewed and approved by the IBA Committee that will detail the demographics of members, the desire for training as well as their current levels of education and training. This plan will be used to assess the training gap based on reasonable numbers of available members who could obtain training, and therefore qualify for employment;
  • develop strategies based on the current demographic information and the business development capacity for Mattagami and Flying Post First Nation on employment and business development related to the Project; and
  • to the extent allowed by law, discuss with PASC and the First Nations reasons as to why the First Nations Businesses were unsuccessful in obtaining contracts
  • PASC will co-operate with the IBA Coordinator in arranging meetings between the IBA Coordinator and PASC, employees and/or contractors.
  • Each First Nation will work with the IBA Coordinator to establish communication protocols and the relevant contact people.


  • Preference will be given to one of the signatory First Nations – Mattagami or Flying Post
  • Post-secondary education or equivalent experience in a relevant field such as mining, economic development, resource development, etc.
  • Class G driver’s license
  • Excellent verbal and written skills
  • Ability to work with computer programs and spreadsheets
  • Proven ability to work independently with little or no supervision
